PMGDISHA :

Pradhan Mantri Gramin Digital SakshartaAbhiyan' (PMGDISHA) The Union Cabinet chaired by the Prime Minister ShriNarendraModi has approved 'Pradhan Mantri Gramin Digital SakshartaAbhiyan' (PMGDISHA) to make 6 crore rural households digitally literate. The outlay for this project is Rs.2,351.38crore to usher in digital literacy in rural India by March,.2019. This is in line with the announcement made by Finance Minister in the Union Budget 2016-17. PMGDISHA is expected to be one of the largest digital literacy programmes in the world. Under the scheme, 25 lakh candidates will be trained in the FY 2016-17; 275 lakh in the FY 2017-18; and 300 lakh in the FY 2018-19. To ensure equitable geographical reach, each of the 250,000 Gram Panchayats would be expected to register an average of 200-300 candidates. Digitally literate persons would be able to operate computers/digital access devices (like tablets, smart phones, etc.), send and receive emails, browse internet, access Government Services, search for information, undertaking cashless transactions, etc. and hence use IT to actively participate in the process of nation building. The implementation of the Scheme would be carried out under the overall supervision of Ministry of Electronics and IT in active collaboration with States/UTs through their designated State Implementing Agencies, District e-Governance Society (DeGS), etc.

Pradhan Mantri Gramin Digital SakshartaAbhiyaan is the scheme to make six crore persons in rural areas, across States/UTs, digitally literate, reaching to around 40% of rural households by covering one member from every eligible household by 31st March, 2019. The Scheme would empower the citizens in rural areas by training them to operate computer or digital access devices (like tablets, smart phones etc.), send and receive e-mails, browse Internet, access Government services, search for information, undertake digital payment etc. and hence enable them to use the Information Technology and related applications especially Digital Payments to actively participate in the process of nation building. The Scheme aims to bridge the digital divide, specifically targeting the rural population including the marginalised sections of society like Scheduled Castes (SC) / Scheduled Tribes (ST), Minorities, Below Poverty Line (BPL), women and differently-abled persons and minorities.

Procedure for Implementation

NGOs, Industry, Government approved centers, Common Services Centers and approved instructive establishments with appropriate framework will be used to prepare and enable 52.5 lacs residents on IT education in Gram Panchayat/Blocks/Districts under each State/UT. Training will be held at different training areas containing CSCs, RSETI, Adult Literacy Centers, NGOs required in IT Literacy, NIELIT Centers and so on.

Following is the execution plan for the process

     Among each VLCs of every block and districts of India,the Scheme has been announced open. Based on endorsed qualification criteria, each competitor from any District of the nationcan enroll and prepare by CSCs.

     Motive of PMG DISHA Scheme

Requirement of PMU

Scheme includes coordination of different partners, conduction of review, recognizable proof of trainingpartners, improvement of substance, choice of beneficiaries, bestowing preparing, making mindfulness and support, observing, leading examination, certification, directing simultaneous assessment, and so forth. This needsthe requirement for a devoted Program Management Unit (PMU) with sufficient presence at State-level.

CSC e-Governance Services India Limited, a Special Purpose Vehicle is deliberately situated to execute Scheme for IT Mass Literacy and consequently has been designated as PMU for smooth usage and observing of the scheme the nation over. Objectivesof PMU:
Coordination with different partners, both at State and District level.

     Development and design of Curriculum Framework.

     Examination and conformation standards in interview with NIELIT, IGNOU, Industry, and so forth.

Types of Training

Two levels of IT training imagined under the Scheme will have the below expansive objectives:

Level 1 - Appreciation of Digital Literacy

To make a person IT educated, so that he/she can work digital gadgets, similar to cell phone, tablets, and so forth, send and get messages and search Internet for data, and so forth.

Level 2 - Basics of Digital Literacy

For both the Level 1 and Level 2 the qualification, age, Fee and other factors are different Qualification Criteria

Level 1: Non-IT proficient - Illiterate and up to seventh standard pass

Level 2: Non-IT proficient with at any rate eighth standard pass

Age Limit: 14 to 60 years

Period of Course

Level 1: 20 Hours (Minimum ten Days and Maximum thirty Days)

Level 2: 40 Hours (Minimum twenty Days and Maximum sixty Days)

Expense or Fee for the course)

Level 1: For SC/ST/BPL Households, no training expense payable and for General competitors, course charge of Rs. 125 is applicable.

Level 2: For SC/ST/BPL Households, no training expense payable and for General competitors, course charge of Rs. 250 is applicable.

Location of Learning

Qualified families can select one individual from their family. Chosenindividual to get himself selected under this project in closest Training Centers.
